Approved by the State Council, conventional tariff rate and preferential tax rate of the 3rd round of negotiation of ASIA-PACIFIC Trade Agreement on tariff reducing will take effect as from Sep 1, 2006, related issues are now announced as follows:
1. As from Sep 1, 2006, conventional tariff rate (refer to Appendix 1) will be implemented on imported commodities originated from South Korea, India, Sri Lanka, Bengal and Laos under 1717 tax codes. List of Conventional Tariff Rate of ASIA-PACIFIC Trade announced in Announcement No.64, 2005 of General Administration of Customs, namely Conventional Tariff Rate of ASIA-PACIFIC Trade in Import and Export Tariff of the People’s Republic of China (2006 Edition) will be terminated at the same time.
2. As from Sep 1, 2006, preferential tax rate (refer to Appendix 2) will be implemented on imported commodities originated from Laos and Bengal and Laos under 162 tax codes.
In List of Import Preferential Tax Rate (Cambodia, Burma, Laos and Bengal) announced in Announcement No.64, 2005 of General Administration of Customs, namely attached list 3 of Import and Export Tariff of the People’s Republic of China (2006 Edition), those applicable to commodities of Laos preferential tax rate and excluded in Appendix 2 of this announcement belong to preferential tax rate under framework of China-ASEAN Free Trade Zone, and will continue to take effect. However those applicable to commodities of Bengal will be terminated at the same time.
3. As from Sep 1, 2006, importers applying for import of commodities enjoying the said conventional tariff rate or preferential tax rate in appendix of the announcement and originated from above countries shall fill out declaration sheet in accordance with regulations of Announcement No.69, 2005 of General Administration of Customs; Customs will continue to examine and approve in accordance with principles of origin regulated in Announcement No.94, 2001 of General Administration of Customs.
